In August 2014, the Secretary of State of California determined that as the I-9 (Employment Eligibility Verification) issued by the U.S. Citizenship and Immigration Services is an immigration document, only an attorney, a representative accredited by the U.S. Department of Justice, or a person who is registered by the California Secretary of State and bonded as an immigration consultant under the Business and Professions Code may assist a client in completing the form.  (Business and Professions Code section 22440)
Previously, CA notaries were permitted to complete the I-9, but this determination made it illegal for any notary that was not also an immigration consultant to complete it.

Apparently no one bothered to tell the immigration consultants about this.

Many immigration consultants think the I-9 is an employment form and decline to help the remote employee with it.  That puts an unnecessary burden on the HR departments and their new employees.
